What the whole city is doing right now
All 20,000 citizens as the kernel counts them — the census. Every ring on the map below is a slice of these numbers, which is why the tiles add up to the zone printed beside them. Live is a different figure and a different thing: the citizens actually spawned, by name, in the districts a player is standing near. A district can hold 1,180 people and 0 live ones — the 1,180 are statistics until somebody is there to see them.
Every district — what its people are doing
One ring per district: the arcs are what its people are doing, the size is how many live there, and the outline is the zone that administers it. A white dotted halo means citizens are physically spawned there right now. Click a district to focus it, or a zone in the list to focus the whole zone.

Every zone
Every district
Every district, and what it is zoned
Hawaii County's land-use code, borrowed whole — the rule is
in the code name: A-20a is a 20-acre minimum building site,
CG-10 is 10,000 sq ft per site. A code changes only by a
bill in the chamber (category zoning, key = the district,
value = the code). Boot is the code the city started with; a district
rezoned since then is marked, because the map in force is not the map it booted.
Use permits (last 25)
A use the code marks conditional cannot be built until the Planning Director rules on it. The fee is city revenue; the decision carries conditions.
Changes of zone enacted (last 25)
Every rezoning the chamber has passed and the Governor signed, newest first — the map's history.

Family wealth vs the city fund
The families own the private businesses; the estate and wealth taxes they pay each cycle are what funds the departments.

The cabinet — portfolios and approval
Each portfolio administers one category of policy: its holder may set that category's keys by ministerial order, and the rating is what the city thinks of them. The rating is measured, never random — the tax burden against the defaults the city shipped with, restrictions in force, department funding, bills enacted and vetoed, and the state's own treasury balance — so every move is explained on the line under the bar. Below the confidence floor long enough, the chamber files a motion of no confidence, which the Governor signs or vetoes like any other bill.

Fameshire TV LIVE
Fameshire TV is live 24/7. The dial is the city's
own market: families hold an hour by right and may broadcast it or sell it
to the desk at the statute price; the state sells hours forward to private
studios; and any hour nobody fills is carried by the government's own paid
anchors. Copy is written once per edition through each anchor's
